How it differs from travel insurance

Travel insurance covers emergencies for a short trip. Health insurance for a study visa or residence permit has to cover ordinary healthcare for the whole period of stay, and it usually has to be recognised by the destination country's own system rather than merely existing.

Applicants often present a travel policy for a two-year study permit and are asked to start again, which costs weeks at the point in the process where weeks are scarcest.

Statutory versus private cover

Several European countries run a statutory public health system that enrolled students either join or must be formally exempted from. Germany is the clearest case: university registration generally depends on proving statutory cover or a recognised exemption, and a private policy that is not accepted for that purpose will not get you enrolled no matter how good it is.

Other countries accept private cover if it meets stated minimums. Which route applies depends on the country, your age, and sometimes the type of course, so it is worth confirming before buying anything.

Timing

Health insurance is usually needed at two separate moments: once as evidence in the visa or permit application, and again at enrolment or residence registration after you arrive. These sometimes require different documents from the same policy. Knowing that in advance avoids the scramble in the first fortnight abroad, which is a bad time to be resolving paperwork in a language you are still learning.
