The Certificate of Eligibility

Your accepted institution submits an application to the regional immigration bureau in Japan, with your documents and your financial evidence. If approved, a CoE is issued and sent to you.

This is the substantive assessment — by the time you reach the embassy, the hard decision has already been made. It also means the school is effectively vouching for you, which is why they scrutinise financial documents carefully before submitting.

What the CoE application needs

• Academic transcripts and certificates, often with a minimum number of years of formal education.
• Evidence of Japanese study for language school applications — commonly around JLPT N5 or a documented number of study hours.
• Financial documents from you or a sponsor, with the sponsor's relationship, occupation and income evidenced.
• A statement of the reason for study, which the immigration bureau does read.

Then the visa

With the CoE in hand you apply at the Japanese embassy in Islamabad. This stage is comparatively quick and largely administrative, provided the CoE is valid and your passport and application match it.

CoEs have a validity period — you must enter Japan within it, or the whole process starts again.

Language school or university

Most Pakistani students enter through a Japanese language school and progress to a university or vocational college. Direct entry to a Japanese-taught degree requires N2 or better; English-taught programmes at the larger universities take students directly, but part-time work and daily life still assume Japanese.
